The people looked at every other nation and decided they wanted a king too — God saw it as a rejection of his rule.
Samuel was aging and his sons were corrupt judges who took bribes. The elders of Israel came to Samuel and demanded a king like the surrounding nations had. God told Samuel this wasn't a rejection of him but of God as their king. Samuel warned them about the cost of monarchy — taxes, conscription, seizure of property — but the people insisted.
