Roman governor of Judea — replaced Felix and sent Paul to Rome
Attested by Josephus (Antiquities 20.8.9-11) as successor to Felix as procurator of Judea, serving c. AD 59-62
Porcius Festus inherited Paul's case from Felix (Acts 25). When Paul appealed to Caesar (his right as a Roman citizen), Festus arranged the hearing before King Agrippa to figure out what charges to send along. He famously interrupted Paul's testimony shouting 'Paul, you are out of your mind!' (Acts 26:24).

Festus appears only as Felix's replacement, the moment that triggers Felix's final act of cowardice — leaving Paul imprisoned as a political gift to the Jewish leaders on his way out.
The Trap That Didn't WorkActs 25:1-5Festus is just three days into his governorship when the Jerusalem religious leaders immediately pressure him to transfer Paul — a test of his political independence he narrowly passes.
"You've Lost Your Mind"Acts 26:24-29Festus erupts with an accusation of madness precisely when Paul's argument is most logically coherent — his outburst reveals that he has no intellectual counter-argument and can only attack Paul's credibility.
