Joshua 18:25-28 records the second group of Benjamin's tribal allotment, fourteen cities distinct from the first twelve in verses 21-24: "Gibeon, and Ramah, and Beeroth, And Mizpeh, and Chephirah, and Mozah, And Rekem, and Irpeel, and Taralah, And Zelah, Eleph, and Jebusi, which is Jerusalem, Gibeath, and Kirjath; fourteen cities with their villages." The catalog famously identifies Jebus with Jerusalem — the Jebusite stronghold David would later capture and make his capital — and lists Gibeah of Saul among the fourteen.
