Those who fall short of God's standards — in Jesus' day, a social label for the religiously outcast
While all people are sinners (Romans 3:23), in the Gospels "sinners" was a specific social category — people the religious establishment considered beyond redemption. Jesus scandalized the Pharisees by eating with sinners and declaring He came precisely for them (Mark 2:17).
