When King Balak of Moab heard that the great diviner Balaam had finally come from Pethor he went out personally to meet him at Ir-moab on the Arnon border before leading him up to the high places of Baal.
Numbers 22 narrates Balak's desperate diplomatic mission to hire the famous diviner Balaam to curse the Israelite encampment in the plains of Moab. After Balaam's long journey from Pethor on the Euphrates (with the angel and the talking donkey episodes), Balak went out personally to meet him at the Moabite border: "And when Balak heard that Balaam was come, he went out to meet him unto a city of Moab, which is in the border of Arnon, which is in the utmost coast" (Numbers 22:36). The two men then journeyed together up to Kiriath-huzoth, Bamoth-baal, and the high places where Balaam pronounced three reluctant blessings over Israel.
