After Davids stunning recovery of his familys captives from the Amalekite raid on Ziklag he sends shares of the spoils to the elders of every southern Judean town that had sheltered him during his fugitive years — Bethel south Ramoth Jattir Aroer Siphmoth Eshtemoa Racal and the cities of the Jerahmeelites and Kenites.
1 Samuel 30:26-31 narrates David's strategic distribution of the recovered Amalekite spoils after his victory at the Brook Besor: "And when David came to Ziklag, he sent of the spoil unto the elders of Judah, even to his friends, saying, Behold a present for you of the spoil of the enemies of the Lord; To them which were in Bethel, and to them which were in south Ramoth, and to them which were in Jattir, And to them which were in Aroer, and to them which were in Siphmoth, and to them which were in Eshtemoa, And to them which were in Rachal... unto all the places where David himself and his men were wont to haunt." The gifts cemented loyal alliances across the southern Judean clans before David's ascent to the throne at Hebron.
